Shinsei bank is a relatively new addition to the banking landscape in Japan having

been launched in 2000 from the relics of Long Term Credit Bank of Japan. The latter

was temporarily nationalized in the late 1990s as it was facing high NPL (nonperforming

loans) levels. In 2000 ownership of Long Term Credit bank of Japan was

transferred to an investment group, New LTCB Partners, and later in the year Shinsei

Bank was born.

Since being launched Shinsei Bank has aggressively sought a reputation as a bank

not constrained by traditional financial frameworks. It has, for example, offered fee

free access to its ATMs, a rarity in the Japanese market, and has located in high

traffic locations including stations, convenience stores, medical facilities and petrol

stations. It has also opened more than 30 Shinsei Financial Centers (SFCs) across

Japan. The SFCs are located in convenient locations such as retail stores and have

extended opening hours including weekends and evenings. The SFCs are usually

open until 7pm but in some cases are open until 10pm.

Shinsei has also earned a reputation as an innovator in the area of branch design not

only within Asia Pacific but globally. It has, for example, purposely reduced the

amount of back office space that it has in its branches while increasing the areas

accessible to customers. This floor space has often been used for consultation areas

and information displays but in some cases it has also been used for coffee shops

and Internet lounges, thus generating a rental income for the bank.

Shinsei has also recently opened a new type of branch which it has branded ‘Shinsei

BankSpot’. Bank Spots are effectively mini-branches. They host a number of Internet

access points but are staffed by a maximum of four employees. They allow customers

to open accounts on the Internet, operate ATMs and engage in videophone

consultations with bank staff about housing loans and other products. Shinsei Bank

has plans to open more than 100 Bank Spots across Japan by 2008.

Mini-branches are appealing because they enable a bank to maintain an extensive

high-street presence at minimum staffing cost. Mini-branches can also be positioned

in high-traffic locations, maximizing footfall, and can be aimed at tech savvy

consumers. In this regard, banks need to remember that some customers visit a

branch because they want human contact. They will not move willingly towards

impersonal touch points and will be aggravated by bank attempts to move them in this

direction unwillingly. Having Bank Spot style branches and regular branches is

therefore a good way to serve both consumer segments.

Shinsei Bank provides a good example of a bank which has successfully utilized the

mini-branch concept. It has developed Bank Spots, mini branches with Internet

access, ATMs and videophone facilities, that are located in high traffic points. With

around four staff per branch, Bank Spots have minimum staffing costs, and have the

joint appeal of attracting both tech savvy customers and those wanting human contact

with their bank.
